Based in Bangkok, SEI Asia has a diverse team of multinational experts who integrate scientific research with participatory approaches to co-develop and share knowledge, build partnerships, and influence policy for resilient development. SEI Asia’s work focuses on gender and social equity, climate adaptation, disaster risk reduction, water insecurity and integrated water resources management, transitional agriculture, renewable energy and urbanization.
SEI Asia is an affiliate of Chulalongkorn University (CU), Thailand. SEI and CU have an agreement to foster innovative scientific research combined with effective policy engagement on development and environmental challenges in Asia. The key areas of collaboration are intellectual engagement for joint research applications and fund mobilization, lectures and seminars for CU students, post-graduate supervision and examination, and CU–SEI employee links.
The role
As a Project Finance Officer, you will be responsible for managing the financial aspects of projects and programmes. Reporting directly to the Head of Operations, your role involves coordinating with external service providers, including consultants and sub-grantees, and liaising with SEI colleagues.
You will play a key role in developing and refining financial policies and procedures, contributing to the strategic planning of the Operations team. This will enhance the finance-related deliverables of the project, programmes and the centre.
Key duties and responsibilities
- Review financial reports and supporting documents for grants.
- Examine consultant expenditure reports and supporting documents for projects.
- Facilitate grant and subcontract management, including organizational assessments, financial report reviews, and providing feedback to ensure accuracy.
- Coordinate with the project leads to complete financial reviews.
- Assist in project meetings and workshops, focusing on cash reimbursem*nts and documentation.
- Manage project financials, including generating reports as per donor requirements, ensuring compliance with donor regulations, assisting in project closure and supporting audit processes.
- Prepare monthly project financial reports using the Unit4 ERP system and update relevant platforms.
- Work with the Head of Operations to revise finance-related instructions and procedures.
- Assist in budget-related aspects of proposal development.
- Undertake additional tasks as required.
Who you are
We seek an enthusiastic and adaptable finance or accounting professional with experience in financial management of projects or programmes. You should be familiar with the requirements and regulations of donors and have knowledge of institutional finance policies.
Formal qualifications and knowledge
- University degree in Accounting, or related field, with at least 4 years of experience; or 5 years in a comparable role or Master’s degree with a minimum of 2 years in relevant fields.
- Proficiency in bookkeeping, internal controls, general ledger, cash management and reconciliations.
- Skilled in financial management including budgeting, analysis, forecasting, coordinating funding and reporting.
- Experience with multiple currencies and understanding of foreign exchange hedging.
- Proficient in financial IT systems, especially Microsoft Office and Excel.
- Fluent in Thai with proficient English communication skills.
